Prepare the Chocolate Cake:
Preheat your oven to 350°F (175°C). Grease and flour an 8-inch round cake pan.
In a large bowl, whisk together flour, sugar, cocoa powder, baking powder, baking soda, and salt.
Add milk, oil, egg, and vanilla to the flour mixture and beat until well combined.
Carefully stir in boiling water to thin the batter. Pour into the prepared cake pan.
Bake for 25-30 minutes or until a toothpick inserted into the center comes out clean.
Allow to cool completely.

Make the Cheesecake Layer:
Reduce oven temperature to 325°F (160°C).
In a separate bowl, beat cream cheese and sugar until smooth. Add eggs and vanilla, beating until just combined.
Pour this mixture over the cooled cake layer in the pan.
Bake for about 20-25 minutes until set. Let it cool and then refrigerate for at least 4 hours, or until firm.

Prepare the Chocolate Ganache:
Heat the cream in a small saucepan until it just begins to simmer; do not let it boil.
Remove from heat and pour over the chocolate chips. Let sit for one minute, then stir until smooth and glossy.
Pour the ganache over the chilled cheesecake layer, spreading to cover completely.

Garnish and Serve:
Just before serving, decorate the top with fresh raspberries, mint leaves, and chocolate shavings if desired.
Let the ganache set slightly before slicing.
