In a large bowl, place the flour and make it like a volcano (circle with the inside empty).

On the outside place the salt, and in the center the baking powder, warm milk, and butter. Mix the dough and gradually add the warm water. Form a soft and elastic dough that does not stick to your fingers.

Knead it until you get a homogeneous dough. Then let it rest while covered for about 10 minutes.

In the meantime, cut squares of cheese (bitesize or smaller size) and the shrimp.

Stretch the dough with a rolling pin until it is thin.

Cut the dough into circles with an empanada dough cutter, or you can also use entree plates (small size) to cut the dough.

Place a little water around the circle with your fingers, then place pieces of shrimp and cheese in the center (it should have more cheese than shrimp).

Close the empanada by folding it, and with the help of a fork seal the edge so that nothing comes out.

To cook in the oven, preheat to 400°F (200°C) for 15 minutes. If you rather frying them, heat the oil over medium heat for 5 minutes.

If you are going to cook in the oven, cook the empanadas for 15 minutes. If it is in hot oil, do it for 5 minutes on each side and remove the excess oil with kitchen paper.
