Brine the shrimp.

Mix together the sauce. Finely slice the green onion and chili before mixing.

Mix together dredging ingredients. Take 1/4 of dredging powder and mix with vodka to make batter.

Toss the shrimp in the dredge, then shake off and move to wet batter. Toss till evenly coated, then move back to dry batter and toss again.

Bring oil to 350F, carefully lay shrimp in to fry. Cook for 2 minutes, then remove to a rack to dry. Finally, toss in the sauce, and serve with green onion garnish.
