Preheat the oven to 350°F. Line a 9 x 13-inch rectangular baking pan with parchment paper on all sides.

In a large bowl, whisk the melted butter and cocoa powder until smooth and no lumps of cocoa remain. Add the brown sugar and whisk until combined. Add the eggs and vanilla extract and whisk until smooth, about 1 minute.

Use a silicone spatula to scrape down the sides and bottom of the bowl, then add the flour and salt and whisk slowly until just combined.

Transfer the batter to the prepared baking pan, spreading it evenly to the edges. Bake until the surface is shiny, the edges are set, and a butter knife inserted into the center comes out mostly clean (a crumb or two attached is okay), 25 to 30 minutes. Remove from the oven and place the pan on a cooling rack to cool slightly while you make the icing.

In a microwave-safe bowl, add the butter and microwave until it's half melted (it should be just starting to melt, but still have some unmelted parts), about 30 seconds. Whisk in the cocoa powder, confectioners' sugar, milk, and vanilla extract until smooth.

Spread the icing over the brownies while the brownies are still warm, then allow to set until the icing is firm and the brownies are at room temperature, about 30 minutes. Cut the brownies directly from the pan to serve.
