Bake until the surface is shiny, the edges are set, and a butter knife inserted into the center comes out mostly clean (a crumb or two attached is okay), 25 to 30 minutes. In a microwave-safe bowl, add the butter and microwave until it's half melted (it should be just starting to melt, but still have some unmelted parts), about 30 seconds. Whisk in the cocoa powder, confectioners' sugar, milk, and vanilla extract until smooth.

Spread the icing over the brownies while the brownies are still warm, then allow to set until the icing is firm and the brownies are at room temperature, about 30 minutes. Cut the brownies directly from the pan to serve.
