Peel potatoes (optional) and dice into 2 cm (¾ inch) pieces.
2
Cut butter into 8 equal-sized pieces.
3
Optional: Line a rimmed baking tray with foil.
4
Set an oven rack to the lowest position. Place the baking tray on the bottom rack. Pre-heat the oven and baking sheet to 260°C (500°F).

Pre-cook (boil) Potatoes

5
Set a dutch oven over a high burner and boil 8 cups of water. Add diced potatoes and baking soda. Return water to a boil and cook potatoes for 1 minute.
6
Drain potatoes in a colander. Immediately return potatoes to the dry dutch oven; reduce burner to low heat. Cook for 2 minutes, until all moisture has dried from the surface of the potatoes, shake the pot occasionally to ensure complete drying.
7
Remove dutch oven from burner. Add butter, salt, and cayenne. Use a silicone spatula to mix until potatoes are coated with a thick paste.

Drizzle the baking sheet with 1½ tablespoons vegetable oil, then spread potatoes onto baking tray.
9
Bake at 260°C for 15 minutes.
10
Dice onions and place in bowl. Add ¾ tablespoon vegetable oil and ⅓ teaspoon salt. Toss to combine.
11
Remove potatoes from oven. Use a thin metal spatula to turn potatoes. Clear an area (apprx. 20 by 12 cm) in center of the baking sheet. Place onion mixture in cleared area.
12
Bake for another 15 minutes.
13
Turn the potatoes again, mixing the onions and potatoes together.
14
Bake for another 5 or 10 minutes until the potatoes become browned and the onions become soft and are beginning to brown.
15
Mix in minced chives and adjust with salt and pepper according to taste. Serve immediately.
