Preheat oven to 450°F (230°C). Line a baking sheet with parchment.

In a large bowl, whisk together flour, sugar, salt, baking powder, and baking soda.

Add cold butter and cut it in using a pastry cutter or fork until the mixture resembles coarse crumbs.

Pour in the buttermilk and stir gently until a shaggy dough forms.

Turn the dough onto a floured surface. Pat it into a rectangle, then fold it in thirds like a letter. Repeat 2-3 times for flaky layers.

Pat or roll dough to 1/2-inch thick. Cut using a 2.5" biscuit cutter or glass. Re-roll scraps and cut more biscuits.

Place biscuits close together on the baking sheet. Lightly brush tops with the reserved lemon-milk mixture.

Bake for 17-20 minutes or until golden. Let cool for 5 minutes.
